The Great Fire was a pretty major event for 17th century London... (The illustration does seem oddly cheerful.)

Ahh, makes sense. I thought it was a portrayal of the industrial revolution with the smoke and fumes but I found that the ships on fire were anachronistic. I thought that maybe this book was sarcastic and threw London under the bus.
